Is he good enough for a team that finished 6th, not even qualifying for Europe and is looking to get into the top 4 though?

Depends on what our aim is, no?

Yes but our aim should be at least based partly on what our resources are and how we can improve them shouldn't it?
The existing squad is unlikely to challenge for the title. I think we are probably agreed on that. So we need to improve it.
Are we likely to be able to buy superstars? Maybe, but I would suggest we would probably struggle unless we have limitless money, which I imagine we do not.
So therefore would it not be more realistic to be using what we have to improve our squad with players who will get us back into the top 4, as a minimum first step?
We can always change add or replace players after step one is done can't we?

Point well taken. I like your argument but it seems a bit defeatist. I really do think we're 2-3 signings from having a title winning team.
We got Suarez, we got Meireles, let's build on that.
Add Mata, Cahill, Baines/Enrique and we're there. (Aquilani already included)
This team...
Reina
Johnson
Carra
Agger/Skrtel
Kelly
Lucas
Meireles
Gerrard
Suarez
Kuyt
Carroll
...is good enough to challenge for a top 4 spot.
