Like when we went to Barca under Houllier back in the day and all we could do was try to speed things up.

Yes, obviously it can be used to your advantage when you need to. And you can benefit and lose from it.

But the point was that something could be done to try and reduce teams ability to take advantage of it. It's an easy enough thing to solve, and it would make for a more enjoyable game to watch.
