It actually is, effort isn't. Thought people would understand the gist of it. Clearly not.
Because it's more complex than that. Some countries have to build a load of stadia that then are mothballed after the world cup, at the expense of pumping money into often poorly-functioning economies. It would be fine if they then made a profit, but Fifa make the profit, even with their $6 billion surplus or whatever.
I think the world cup should be rotated, but a lot more consideration should be given as to whether the country can actually afford to run the tournament. The country involved should be able to profit from it as well.

Europe: Germany, England, France, Spain, Italy.
Joint bid: Basically every country in Europe.
South America: Brazil, Argentina?
Africa: South Africa maybe and no one else?
Oceania: Australia
Asia: China
Joint bid: Japan, South Korea, Some of the gulf states.
North America: USA, Mexico and probably Canada.
