Perhaps it's the fact that he plays a blinder every now and then and is mediocre the rest of the time.
Stylistically, Shaqiri is quite a different footballer from Podolski. I think Shaqiri is far more talented and definitely has a higher ceiling.
Can't really comment on his consistency, but I will say that he hasn't really had consistent playing time at Bayern. He's also a bit injury prone, which is concerning.
All things considered, I get the Coutinho and Sturridge sort of vibe about his signing. Think he could push on to be very good here.

I don't think he was really inconsistent until he went to Bayern, was he. He doesn't get much game time in Germany - despite a number of fans thinking he should be in the team - so hard to judge him. He's definitely got a lot more pace than Podolski, he's far more versatile and works harder off the ball - though Podolski isn't bad in that regard.
As dmishra says, he looks to have a lot higher ceiling than Podolski; the talent is without question (just as in Sturridge and Coutinho's case) so it's more a question of unlocking it. I could see it working.
