Spanish publication Mundo Deportivo claim Liverpool have made contact with Barcelona over the possibility of a £22million move.
A bid of that amount would trigger the Spaniard's release clause and a deal could be done in the coming days.
United was believed to be the 27-year-old's most likely destination.
Pedro is reported to have told friends he is off to Old Trafford but new reports suggest he could now arrive on Merseyside.
Having made more than 200 La Liga appearances for the Catalan giants, the World Cup winner is one of the summer's hottest properties.

Pedro is fucking bang average as barca players go, I'm not even sure he's an improvement and any of the players we have in his position (Coutinho, Firmino, Lallana, sicknote). If we spunked 20mill on him considering how well stocked we are up there, I'd go nuts, considering we hardly have a DM.
