I watched him play quite a few times in his Sociedad days, mainly against the bigger teams and he always impressed, him and Griezmann were and still are quality. I wouldn't say I'm an expert on him, but he'd fit in and add quality to our midfield, he's miles better than Allen

Cuadrado seems to be a failed signing. Oscar can chip in with a few, but won't really help carry the load. Pedro could easily add 15 a season.

That remains to be seen. What we do know so far is he's a flat-track bully (NL and Bruges), whether he can regularly replicate that form against tough PL teams is still unknown because he hasn't shown it so far (admittedly only 2 games but he's looked nothing special at all yet).
