Newcastle wants to compete with the best. I don't think they're a selling team now. They already solved their PSR issue by selling a few players this season and last. They'll want to strengthen their team before next season to take the next step.
I wouldn't mind Hall but they'll want a whole lot of money and won't be worth it. Especially when there's similar or potentially better options on the market.
