Actually the logic could work - it's just that he's wrong. Think of Barca & Real dominating La Liga in their heyday, PSG now, Feyenoord and Ajax and Bayern & Dortmund both a few years back, Celtic & Rangers etc. etc. Dualities without any real competition.

I think he’s trying to say that City have enough in reserve to beat most of the 15 sides even if they were better, while we are just about managing it and if the bottom 15 improved we’d drop a lot more points than they would.

It makes perfect sense. If, in theory, both we and City beat the bottom 15 teams both home and away how can they pick up more points? It would then come down to games against the top six.
