You pick a squad of 23. Then pick starting 11. The catch is that you can sub in a player for one who has played already. Say Germany play sunday and you have Ozil on your team, if he only scored 1 point you can force in a sub from a team who haven't played yet.

Someone in work told me once competition starts you are only allowed 3 subs per gameweek.
