Apparantly he's transfer listed and made available as Monaco are worried about some tax issues.
Real Madrid are interested according to Marca.

If this is true, its beyond crazy.
 
Surely he can't play for three teams in one year? FIFA rules.

he's not allowed another move is he ? how many are allowed per year / season ?
 
Will it be allowed I thought you could only play for 2 clubs in a year surely a move would make it 3?
 
It'd be hilarious if he did end up at Real Madrid as it was initially rumoured that his next move would be a stepping stone to Real avoiding the direct transfer.

With 36 players under contract in the tax-free squad, cracks are beginning to appear and Monaco’s bubble could be about to burst.
MARCA repor that Jorge Mendes has reintroduced his prize asset Rademel Falcao back into the transfer market, just weeks after he signed for the Principality club, and all the big players – Real Madrid, Chelsea, Manchester United have been sounded out by the super agent.
It appears too much is being spent on huge tax-free salaries, and that Monaco are essentially haemorrhaging cash that even their Russian magnate Rybolovlev can’t afford.
By creating a fiscal paradise, Monaco were always going to run this risk, but no one expected for it to come crashing down so soon, before the season even started.
There’s also the issue of moving a player twice in one window, but in the case of Falcao, owned by a Third Party group, transparency is not exactly top of the agenda…
 
Sorry but this really doesn't fly ... does no-one even have a spreadsheet over there !? Don't believe it for a second. And if the players are being paid tax-free then there isn't another club in the world that could now pay them what they are earning now, net.
 
I heard that he couldn't move from Atleti direct to Madrid so this was a one year stopgap before he would move next season to them. If true maybe this could be why they are not interested in Suarez.

It's a load of bluster that the country want to start charging the same rate that other top earners in the country pay - 75%. Not likely.
 
I'd imagine it's how many clubs you're registered with rather than actually playing.

I'm sure there's a way round it - clubs regularly but players then loan them out to other teams - so that could be one way : big loan fee with purchase option built in, maybe.

The Russian economy is at risk of falling into recession, Economy Minister Alexei Ulyukayev said on Monday, but he ruled out revising down official forecasts following the release of weak second quarter growth figures.

A worsening climate for exports and subdued consumer and investor demand at home have weighed on the economy. Many analysts also point to deeper-rooted problems such as a difficult business environment and an over-reliance on commodities.

Players may be registered with a maximum of three clubs during one season. During this period, the player is only eligible to play official matches for two clubs. As an exception to this rule, a player moving between two clubs belonging to associations with overlapping seasons (i.e. start of the season in summer/autumn as opposed to winter/spring) may be eligible to play in official matches for a third club during the relevant season, provided he has fully complied with his contractual obligations towards his previous clubs. Equally, the provisions relating to the registration periods (article 6) as well as to the minimum length of a contract (article 18 paragraph 2) must be respected.
