Nah, Martinez is doing a very similar job to Rodgers, only with a significantly lesser squad in terms of talent.
Arsenal will be pulling up trees to get him (I'm convinced Wenger will retire this summer).

Not sure how big a part Nicola Cortese played in making those signings but the big money signings like Gaston Ramírez and Pablo Osvaldo only made 5 starts between the 2 of them this season whereas both Wanyama and Lovren missed chunks of the season, especially the former. So their success isn't directly linked to the amount of money spent.

That is the stuff of myth and legend right there.
As for the managers - Spurs need an absolute monster to go in there and force some concrete into about half the players if they're going to compete in this league. They need Van Gaal and a very good psychologist who can keep the players sane during the process.
Martinez - looks perfect for Arsenal but I don't think he'd consider leaving Everton yet cause he'll feel he owes them something. Plus, why would he leave - Everton look a very exciting project and, as mark says, a lot of potential depending on what Kenwright does.
Kenwright being the key here. IF they get into the CL, Kenwright will have to provide Martinez a big budget (after they get through the qualifiers), as well as all the rest of the money they got for Fellaini.
Did Moyes ever get the money to spend after Rooney, Rodwell, Klingon, etc? Genuinely don't remember but I have my doubts.
