Well, that's what the fount of all truth Guillem Balague is claiming. Says player has agreed to the move, and now it's just for Real to agree the price with the Gunners.

This tends to be the hard part, especially with Real and Arsenal, no?

Sounds a lot like the Higuain saga. Absolutely could happen, mind, but it's anywhere near as certain as it's being made out to be.
 
Are clubs really working on transfers right now? They might be identifying targets but i doubt they would make any contacts

Well if they have identified gaps, you would want to scout players when games are still on going and not during the summer via video clips etc. They might not be in discussions etc (which I think is what you are suggesting) but they guys who do this side of the work have nothing else to do so worth getting in early if they think there is a position they are 100% going to address and anticipate competition.
 
I feel sorry for any player chosing to move to a team with no ambition other than fooling the press into thinking they are wonderful. They are not. They are shit.

If clubs only started working during windows, nothing would get done in those windows. The start of the window is the green light to sign the papers; the end of it is not the red light to stop working and talking on new deals.

Insert punchline about how we don't seem to do that, but still, you don't usually get guys like Sturridge and Coutinho just by talking to the clubs when the window opens. It'd be too late by then. Well, unless you've a huge wad of cash then maybe you can just throw it on the table a day before the window closes.
