It's not the law. But wheter it's a "successful" tackle or not, is at the referee's discretion.
@Fabio as I said to you on FB, I don't believe the touch Adrian got on the ball can be seen as a "proper" tackle. Therefore he pulled Flanno down, and a penalty was the correct decision.
However, I don't think the referee could've seen the touch on the ball, from where he was positioned. He gave the penalty because all he saw was Flanno being fouled.
