If you think hato will be cheaper you're insane. Hes nowhere near proven enough yet, and theres every chance he'd be a better CB than LB.
Kerkez, at 22, is PL proven. Thats a huge boon, and would come in as a starter. Hato would have to be developed, which we would be unable to do

So we shouldn't sign 18 and 19 year olds for the 1st team because we can't develop players? Hato can play both CB and LB like you point out. We are a club with limited funds and it MAY be we only get one transfer in the summer (if Trent, Salah and VVD decide to stay), and I would rather that be a player who can play more than one position at the back.
11 goals this season so far he is 28 but probably has 5 years still to play in top flight. £30-35m I guess. If he was playing for Liverpool, I would say £50m plus
If I was going to pinch a player from Brentford it would be Mbuemo rather than Wissia. He has had a great record for them and always looks dangerous. 13 goals and 3 assists in 22 games this season.
