The idea is that removing players makes a goal more likely, so surely the opposite would be true of adding players.

I think penalties are a bloody ludicrous, if exciting, way to settle a match. They've got almost nothing to do with the normal sport of football.

The best suggestion I've ever heard is to break extra time into chunks of time and after each period have both teams remove a player of their choice, so gradually opening up the game. A team wins by being ahead at the end of one of the periods.

Sounds great...but could result in more dead football players during a game...

I don't agree that removing players makes it more likely there'll be a goal though. Not necessarily.
