He hasn't really, until this year because Spurs made their first financial loss in ages when they let Harry go shopping.
Comolli and Arnesen built the cheap and effective part of that current Spurs squad.
Harry wasn't aware of the VDV deal until it was done. He brought in Pienaar, Khumalo (?), Gallas last year - Gallas is the only one to have made any impact. Kranjar, Bassong, Crouch, Kaboul, Sandro, Kyle Naughton and Kyle Walker in 2009. Only Walker is a regular of that lot. Before that he brought in Palacios, Defoe, Cudicini, Chimbonda and Keane. None of them were good enough to play regularly for long.
He did his usual buying up of experienced Premiership players, bumping up the wage bill and spending in an unsustainable manner.
We spent lots of money on players that weren't good enough between 2008 to present and look where it got us, Sunderland did the same when they splurged, so did Villa. Harry's wastefulness is going to cost Spurs. He'll leave right before it happens though, and then people can argue it's not his fault.
