Yeah, it was a joke. I've been waiting for him to burst in and take the scouting plaudits since your OP, but he is obviously too super-dooper humble, or cool.

Ings would be a clever signing; I doubt we have much to spend given FFP requirements, and he shouldn't need time to adapt. It may allow us to spend a bit more to bring in a suitable goalkeeper.

The vast majority of that list would improve us. We desperately need a keeper, DM and someone who can score goals though.
I like the idea of Ings, but can he play up top by himself and score goals, or is he one of those players that needs a partner/knockdowns to work off?

It is, but I'm still hoping it may reduce in importance if one of the lessons Rodgers learns from this season is not to stick too rigidly to his Plan A.
