I don't think it needs all that just to perform well at a world cup, though, the basic minimum requirement. Costa Rica don't have any of that, and you can't tell me Chile have a better infrastructure than England.
England are producing good players, but have chosen the wrong manager. They need someone with a clear vision and ethos. Not some bumbling idiot or mercenary manager who's in it for the money. Teams can be made to be greater than the sum of its parts, it can be done, and this world cup shows it.
