The posters on here who are saying it are generally pretty balanced in their views, so I'd say that most of them are saying it halfheartedly. I don't know why you take these things so seriously and act like such a painfully pessimistic cynic.

Leicester won the league following the last World Cup. There's no way it was the deciding factor or even a major factor, but I refuse to believe it had no effect at all.
Of course there's loads of seasons before that following world cups where the usual suspects won it so its hard to know. I've been looking everywhere for anyone who has done any data dumps or studies that show if there's any tangible effect, like teams with less players involved at the WC getting more points or teams with more involved getting less points than their averages in other seasons. Haven't found any yet, just articles speculating on potential issues before a season, no analysis of it after those seasons.

To win the league you need to perform against all of the clubs in the league. Getting results against just the top or bottom half of the table is unlikely to be enough.
