As Brazil become richer, their football team has become poorer. Once they start making the most of their new found oil reserves they will be utter shit.
 
I think there are more important reasons than the sheer numbers playing the game (look at Holland and Uruguay etc) but I've always thought it can't exactly help that perhaps half the population just don't go in for the sport in a serious way. For whatever reasons, only a tiny, tiny, fraction of footballers come from the upper and middle classes. A big part of that must be because they just don't play it that seriously - it's not part of the culture in the way rugby and cricket are.

Anyway, back on topic...

You also have to look at how the game is structured in each country. Wasn't there a stat recently that Germany had 60/40 split in their top division on players eligible to play for Germany. England was 40/60.
 
England doesn't suffer from a lack of inhabitants at all, but more so from a complete lack of 'red line', a sound and visionary footballing strategy throughout the ages at International level.

The appointment of Roy Hodgson of all managers prior to the Euros for me underlines England's complete stagnation in terms of keeping up with the development of the game.

Germany was suffering from the exact same lack of new thinking and keeping to what have once worked-tactics, but completely gave their system - from youth ranks to the seniors - an overhaul, a new identity and a new game plan. 'Ozil, Müller, Khedira et all are the first born 'babies' of their new strategy with massively improved focus on technique, attacking intent and movement, instead of creating the machines of old who could run for ever, were extremely strong and powerful and knew how to defend.
