If you sign Johnson for £17 million and Tevez for something similar i can assure you that you wont be the only one laughing! £17 million is a ridiculous fee for Johnson but he is a good playe and should so well for yous.

Whenever you spend big, you have to look at the wider picture. He's young, he's england's no.1 (for now) and if he makes the RB position his own for Liverpool and gives us 5-10years of good service, then it'll be money well spent.
I'd sooner spend 17m on Johnson (for 5 -10years of good service) than buy 2 Dossena, both of who cost 7-8 odd million and who'd be shipped on within a year for half the price. Now, THAT is a waste of money. If Rafa had pushed the boat out in the past with our spending (or been allowed to whatever side you're on) we probably wouldn't have need to buy Johnson in the first place, as we'd have Alves rampaging the right. Instead, at the time, we got Pennant. Go figure.
