Perhaps there should be some kind of workshop that people have to take and pass before they are allowed to buy or own a dog. This could help to insure that they know how to correctly look after it as well as filter out people who are not capable enough or dedicated enough, it would help to stop people just going out and buying a dog on a whim. It might also be usful to keep a track of people who do own dogs and what type of dogs.
