The former Croatia international coach was named as Sam Allardyce's successor earlier this month on a three-year deal, returning to the club he played for 54 times during the mid-90s.
Sullivan openly revealed the new manager was not West Ham's first choice with Rafa Benitez, David Moyes, Carlo Ancelotti, Unai Emery and Jurgen Klopp all linked to the post, but offered the job to Bilic after the 46-year-old agreed to strict terms.
"Slaven knows what is expected of him. He gets no bonus unless we finish top eight or above. He has accepted that," Sullivan said.
"We also insisted he agrees to being sacked with no pay-off if we get relegated.
"If he utterly fails, it's his responsibility. But Bilic sees this as his big chance and has an amazingly positive attitude."
Sullivan added: "We spoke to several coaches ahead of Slaven and had everything sorted out with Rafa.
"Then he got a call from Real Madrid and called to say sorry but he was going there, as it was his dream.
"But Slaven should not feel bad that he wasn't first choice. In fact, he has told us he will prove he should have been. You can't argue with that."[/article]
