Jurgen Klopp is desperate to count Liverpool’s talented teenager Allan Rodrigues de Souza among his matchday options with the club in discussions over a new loan destination for the Brazilian.

The 19-year-old, who is currently on a temporary deal at Sint-Truiden, cannot represent the Reds competitively without a work permit.

His loan deal with the Belgian side will expire at the end of the season, and Liverpool are assessing options in Germany, Spain, France and Portugal as they plot Allan’s next move.
The midfielder, who can operate in an attacking capacity or as a holding player, left an immediate impression on Klopp during training sessions and practice matches.
The pair first met at the end of October after the Sao Paulo-born starlet helped SJK Seinajoki secure their first ever Finnish league title. And the 48-year-old wants to work with the “outstanding talent” properly at Melwood as soon as possible.

Klopp explained: “When I came here, one or two months later Allan was here and I said ‘who is this?’

“[The response was] ‘He is a player for us and the week before he became a champion in Finland.’

“I thought interesting - why didn’t he play here? I was told ‘because it’s not possible.’

“And then I started learning about the FA rules and things like this. I saw him in training and I thought ‘oh my God, what can we do to keep this boy here and bring him into the line-up?’

“He’s 19 years old, an outstanding talent, a good player with a good attitude, everybody loves him, he’s a nice lad – so that’s really, really good. He’s a smart player.

“There is no chance in this moment here because he can’t get the permission to play here, so we have to send him out on loan.”

Allan’s spell at Sint-Truiden has caught the attention of Brazil’s youth selectors, who have called him up for an Under-20 training camp in Rio de Janeiro this week.

He is one of just three players based in Europe to make the cut for his country’s preparations for the South American Youth Championship in Ecuador. The competition serves as a qualifying tournament for the U20 World Cup next year.
“We sent him to Belgium and he did well, really well until now. We had no doubts about this, it was a good transfer for both sides,” said Klopp.
“Now for the first time he has got an invitation for the national U20 team, and that’s great. It’s really deserved because he’s an outstanding talent.

“Everybody has seen him, but it’s not too easy to have a lot of pictures of him because most of the time he has played in other countries.

“We hope we can find a solution in the future because he will be a fixed part of the squad in the future, for sure. Now he uses this time to improve and the next step to the U20 national team of Brazil is a great story.”

Allan was pursued by Liverpool after his performance in last year’s Frenz International Cup, where he captained Internacional to victory, and his signing was confirmed on deadline day in the summer.

Work permits are required for players outside the EEA.
The player in question needs to have played in a certain percentage of their nation's first team games that they were available for selection over the previous 2 years (12 months if the player is 21 or under). The percentage required changes based on the nation's FIFA Ranking as follows:
  • Rank 1-10 need to have played 30% of games.
  • Rank 11-20 need to have played 45% of games.
  • Rank 21 need to have played 60% of games.
  • Rank 31-50 need to have played 75% of games.
Players that fail this can still get a work permit on appeal provided they accumulate 4 points from the following criteria:
  • 3pts - The value of the transfer fee being paid for the player is in the top 25% of all transfers to Premier League clubs in the previous 2 windows.
  • 3pts - The wages being paid to the player by the applicant club is in the top 25% of the top 30 earners at the club.
  • 2pts - The value of the transfer fee being paid for the player is between the 50th and 75th % of all transfers to Premier League clubs in the previous 2 windows.
  • 2pts - The wages being paid to the player by the applicant club are between the 50th and 75th % of all the top 30 earners at the club.
  • 1pts - The players current club is in a 'Top League' and the player has played at least 30% of available domestic league mins.
  • 1pts - The player’s current club has played in the group stages or onwards of the Champions League, Europa League or the Copa Libertadores within the last 12 months and the player has played in 30% or more of the available domestic league minutes.
If the player fails to get 4 points, there is a secondary criteria (basically a relaxed version of the first critera) they can get additional points from but the required number of points raises to 5. Each criteria in this section only gives 1 point each.

Chelsea recently secured a work permit for Bertrand Traore, the first exceptional case granted by the panel under the new system, who had previously been on loan at Vitesse Arnhem.
He was unable to secure a work permit in the UK and so was signed in 2013 at the age of 17 and, like many Chelsea youngsters, moved to Vitesse on loan until he gained sufficient experience to apply for a permit in the UK.

In short. Fuck off if you play for a country that isn't good enough or if you play for a country that is one of the best in the world that produce many very good players. You can also fuck off if you are not playing for a EU country.
 
He scored a humdinger on his debut for SJK Finland....

and here, some of his free kicks and corners are blatantly clearing the first defender, this could be confusing for Benteke

Klopp, I get the feeling, is a massive sucker for CM playmakers. Which makes me very happy, because the CM playmaker is my favourite player in the game.

Look at his past - Sahin and Gundogan at Dortmund. The players we've been linked with - Xhaka, Zielinksi, Paredes. Think he's certainly going to make one a priority in the coming transfer window.

Allan's supposedly a player in that mould as well - so can see why Klopp likes him.
 
This Allan lad has an interesting trajectory on his long passes – looks like a bit of backspin, so the ball goes high in the air and then drops off down rather quickly. I can't quite recall who among established players has a similar technique, anybody know? Beckham sometimes did a similar kind of pass, I think.
