The problem with City is that if it don't work out for a player then it could mean the end of them at the top flight. Also I suspect (as in most other professions) - if a prospective employee likes the idea of working for a certain person (i.e. Klopp) than someone else (i.e. Pep) then that is reason enough that they may select a clup with potential than one that is almost guaranteed to have a strong squad etc with a strong title winning chance.
