We can say it affectionately in my family, but if someone we don't really know was to come in and try saying it, even getting in the spirit of that playful way we say it, that's still not funny. The hackles would go up, and it is "leave it off, *right mate*"
The fact is that this word has *always* had truly negative associations coming from the mouths of white people- it was an offensive oppressive word that served white people who didn't want to see black people as human beings or as individuals. The word could never possibly be as offensive if said by a person of the same race. If a scouser calls another scouser a scouse cunt they'll both laugh. If a manc says it...and so on.

Not entirely IMHO. There's a real difference between the kind of situation he describes and one in which the offending party can be subject to legal proceedings, and punishment if found guilty. When the law gets involved, you can't properly have one rule for one group in society and another rule for the rest. In its own way that too is discriminatory.
