The referee will always be protected by the FA and that is something that shouldn't happen. After every game they should have to explain their decisions. The managers and the players must do it in the PC and interviews but the referees will almost always get away with it.
Even if a ref makes 15 bad games in a row he won't lose his job as a PL ref if he been a PL ref a few years. Must be the only job in the world that you don't need to be good to keep your job.
