In my opinion, the fault lies with the Football Associations. This kind of player behaviour will continue until they do something to stop the players crowding the referees, flashing imaginary cards etc. Players will try to get away with whatever they can, it's human nature.
Initiatives like the "Respect" campaign will achieve little without the association backing them. Sadly, we know all too well what balls the English FA has - raisins.

The match was called off after that incident. It appears that the contact was light but it was really stupid of Luisao.
