All premiership players do it now. The ball doesn't need to be touching the line, the ball needs to be 'over' the line, so they can do it.
I doubt it makes any real difference whatsoever.

That's why you see some linos leaning down to look at it & saying OK when it's not touching the line. They're checking it's above that line even if the bottom of the ball is past the line.
Their defenders really can't cope with quick passing & players running into space.
