Because there is no logic in football transfer policy and we don't know if the people responsible for picking him before are in charge now.

According to the article Binny posted he's not free but also owned by a third party. If true it probably makes this whole transfer a bit tough to negotiate.

May be we have bought other players in that position and we are commited to see those players develop in our squad? May be we have other targets in mind.
