That sounds very plausible. Because I don't think Silva is a Florentino Perez kind of signing at all. He always goes for big, established names that will drive shirt sales, not for young-ish players on the verge of stardom. That's Rafa's trademark, not Perez's. Maybe Perez could settle on Silva after giving up on Ronaldo, but he surely won't sing Silva while he still has a chance on Ronaldo.
I think we need to lighten up, though. There will be lots of quality attacking midfielders on the market and some at knockdown prices. Even if Real do end up signing Silva, they will have to get rid of Snejder, Robben and Van der Vaart, if Barca or ManU sign Ribery, they will have to offload Hleb or Tevez and so on. If we have 20 million + income from player sales, we should be able to sign a quality player.
