Also depending on the time of year, sound waves travel further in warm air - what if yer born in winter and can't hear the Bow Bells from where yer born but during the Summer you can?

Its unlikely anyone would be born within the sound of the Bow Bells now anyway - noone at all lives round there and its very noisy, so the sound of the bells would be drowned out.
It could be that anyone born in Barts could be, so that would still strictly speaking be in East London but then anyone born in Guys could be too, and that is South London
