Yes I think he can do better, & his game has a few easily rectified faults, but TBH, the main one is crossing from to close to the touchline/too late, & as I've just said, we get men in the box very late, so as he doesn't 'do a pennant' & cross without looking, he's almost certainly giving the attackers a chance to get into the box. Unfortunately this also gives their defenders a chance to get into the box & they know exactly what cross is coming as he can only play one type of ball so late.
If we improve our movement upfront & commit more often (yes Carroll, I'm looking at you), Downing will look better IMO.

What are the tactical reasons behind him being continually outpaced by fullbacks, failing to beat a man and putting in hopeful crosses due to lacking any kind of creativity or invention in the final third?
These are not easily rectified faults. They are the reasons he's never been picked up by a top club till now and the only reason that changed (apparently) is because this particular top club ceased to become a top club and could not attract the type of quality top clubs normally aspire to. Says it all, does it not?
The fact that we're hoping (based on next to no evidence) that another player who isn't good enough will somehow justify his signing is a sad indictment of where we are right now.
