We should be offering 12M for Lovren, and going no more than 15M. For a player who clearly isn't committed to Southampton's cause, they shouldn't be able to get such an absurd fee from us.

Doesn't mean we should be paying it. We shouldn't have to pay an inflated release clause for a player who's gone to the media saying he's mentally already processed a transfer.
Well there are two Qs here a) Is he worth it ? Most seem to think he is in these days of inflated transfer fees and b) do Southampton want to sell, obviously they don't so it's buy-out clause or nothing.
I'm not sure if he has an actual buy-out clause or, going by Lovren's statements, there was an 'agreement' of some sort between them if a certain type of club at a certain price were to come in for him.
If the player wants to move, and we offer a fair fee, they will be forced to accept. The alternative is that they create massive friction within their squad, and scare foreign players away from moving to their club(risk that the club will prevent them from moving on to bigger and better things if the opportunity is there). If they don't sell Lovren this summer, some of his teammates will question his commitment to the squad. If they are anything less than top half come winter, we'll be able to sign him for 10M no questions asked I bet.
When you have a transfer target who has come out and been so vocal that he's ready for a move, you use that to your advantage. I wouldn't fancy the attitude of "the leftovers" of that Southampton squad after all the juicy bits have been picked up by bigger clubs. Potentially the stuff of nightmares for team chemistry.

I think our chances depend fully on the player himself and not our willingness as a club to spend big money on him.

They've bought in Sanchez, who'll play up top, and play it very well. They then have Giroud as backup, and he's a very good backup.If he's on the 150k/wk that is being rumored, that's an extra 7-8M a season in wages. He's not worth that.
If that's true, I can't see Arsenal bringing in a true quality striker, which leaves them in the same quandary as last season.
