I'd be very surprised if Spurs don't come in for him. IF they don't then that says one of three things a) they have no cash until they sell b) MP doesn't rate him as much as we do or c) they already think his price is beyond his value. If it's a) then that would explain why we want to get this done early.
I think it's a combination of those, but a contributing factor has to be the drastic increase in wage bill last summer. Replacing one Bale with numerous players on relatively high wages will have made a decent dent in their transfer budget.
I don't see why we need to show our hand that we're willing to pay any fee until another club proves to have the means to get involved though. Poor planning all around it would seem.
