I like both the Ox and Promes (full disclosure: I've only seen highlights of the latter), both are talented players entering their best years and will give us exactly what we need – cover and competition for Mane. However, I might be wrong, but I don't think either of them has the hallmarks of a truly
great player. So if we want to not just solve a short-term problem, but also take a stab at signing a player who can potentially become world class, I would still look in the direction of
Julian Brandt. Well, I'd like Pulisic too, but he has no reason whatsoever to leave a quite ideal development situation at Dortmund.
It would be pretty unlikely for Brandt to leave Bayer in January, especially since he is very much a starting 11 player for the team. The only reason I can think he would leave mid-season is that working with Klopp is such a huge attraction for any young German player that Klopp can convince him that it's "now or never." I really think Brandt has maybe a 50% chance to become a real star player, of the level comparable to Thomas Muller or Reus – we should be all over this kind of potential.

There are very few decent highlights of him on Youtube, because Bundesliga is more aggressive than EPL in going after even smallest copyright infringement, but I found a good one that shows his work both on the left and right flanks in one game:
