Its far too early to say that imo. Its different for strikers etc where you expect to see a spark from a younger age. I coukd name plenty of DM who got a lot better as their careers progressed.
To name another two, at 24 Makalele hadnt even left Nantes, from where he spent 1 year at Marseille and a further 2 years at Vigo before (at 27) he went to Madrid.
Redondo had just signed for Tenerife at 24.
You can be an okay player at 23 and turn out to be world class, providing you improve as you go obviously.
