As I read this, it basically endorses most of what Der Spiegel reported - artificial sponsorship deals, diversion of player and manager salaries (so basically inflating revenue and understating costs).
I suspect the limited periods over which the charges have been made are just the ones that they have investigated - this stuff could still be going on, the PL just hasn't looked at the later years yet (possibly because they have more evidence on the earlier ones so it's easier to make a case).
I share the cynicism that they'll throw expensive lawyers at it and most likely get away with it, BUT:
- the people involved in a 4-year investigation aren't going to give up easily
- (I've said this before) the PL need to (be seen to) do a proper job on this because you can bet the other teams in the league (possible exceptions of Newcastle and Chelsea) will want to see City punished and will be very vocal about it.

Wait till they uncover Chelsea's books.

They're the dodgiest and most corrupt club for the last 20 years.

We aren't getting retrospective titles... In Italy didn't they just void those years rather than give titles to other teams? Those are just lost years unfortunately.

In 2004-2005, Juve came first and AC Milan came second. Juve was stripped of the title. Since AC Milan was also implicated in the scandal, they decided not to offer the title to anyone.

In 2005-2006, Juve came first, Inter came second. Juve were stripped of the title which was awarded to Inter.

Even if they get 15 points docked off they will still finish above us the way we are performing this season and still finish in top four while we play conference league in Europe next season against the likes of Cologne and Braga and Rapid Vienna and Dnepr etc

With talk about an independent regulator to be put in place, I'm hoping that the Premier League might try to make a statement with this case.
