I think it is for all companies, isn't it? A lot of the government measures are based on company size but I didn't think that one was.
Essentially rather than make people redundant, companies can furlough them instead and the government will pay up to 80% of their wages for three months (at the moment). The company doesn't have to pay the other 20%.
The idea I guess is companies may as well take this up, because it won't be costing them anything while employees are furloughed.
However, there would be a requirement to change contracts/payroll etc and ultimately companies would need to pay the wages still, but be reimbursed later. Companies that are struggling with cashflow would need loans to administer this scheme.
I've read it was the states, Spanish flu came from Kansas, apparently.

My daughter and partner have an exercise regime (they are gym nuts anyway) whereby when they leave the lounge for any reason they have to do press-ups or pull-ups (bar fixed above a door) every time. Good way to force exercise if you are disciplined enough.
