I'd like us to keep Suarez, anyone else commonly rumoured as avaliable I'd be happy to see go for the right fee.
Sign two centre halves, one young and cheap, one first team. Call that £20m.
Spend another £20m on an attacker who can play well out wide and up front.
Anything left would go on a gritty midfielder, that might be a bridge too far this summer though.

I'd be happy with a consistent left or right back, a CB who is good in the air, a DM that can match Lucas, and an attacker of any kind that can score goals.
See, I know we need to improve, but I wouldn't actively try to sell anyone who played a part this season. I think we need to breed the right attitude, and chopping and changing faces wouldn't do that. We just need to improve on the weaker members.

Of course, selling all would be a bit of a disaster for continuity, but half of them no problem.

So let's say £35m after Carroll is sold. Maybe £18m for Skrtel, Coates, and Downing. That's £53m. Leaves £13m for midfield competition/replacement for Lucas.

CBs need sorting - I'd keep Skrtel and have him compete with Agger to partner Papadoupoulos. Get that young lad from Sporting and keep him one more year at Sporting for experience.
Get a big time DM - like Wanyama.
A RB or LB to offer competition for either GlenJo or Enrique.

I'm kind of assuming we need one, but would like to see a defensive coach come in, despite our improvement of late. Ideally though, I think we need to bolster the squad and add a couple of quality additions.
Priorities:
Defensive midfielder and one or two centre backs dependent on whether Coates and Skrtel stay.
Also we probably need one more attacking player to add to the mix, preferably right sided - I'm not sure with Suarez/Sturridge/Borini that we need another out and out striker when we only play one in that role (we could buy a youngster maybe, or promote Yesil a bit more).

No way Chelsea would sell him to us anyway, just no chance. He's probably their best striker.

My summertime hopes are that the scouting and coaching staff both get it massively right this time. Just do it again, boys, like winter. We all have our favorites. There's khl with Eriksen, and me? I like Honda and Son to come on board (being Asian, like to see a fellow Asian succeed at the club.) Regardless of the names, it's about getting the right players in.

We can't qualify for europe now the season's over.
If that is the case we need to keep hold of Downing. He can fill in wide up front or in midfield, and at full back if things got really dire. Depth of squad means we should keep most of what we've got and add three quality players. A CB/Full back. a defensive Mid and a forward.
That's what I reckon anyway.
Other than money for the first team in the areas that have been talked about - I want us to continue to have a decent budget set aside - and for us to act early - to nab U-16s or U-18s (even U-21s) with great potential, i.e. the Ibes, Sterlings, Sinclairs, Ojos, Yesils, Joneses, etc. I think McParland has mentioned that we'll be easing up on increasing numbers in the Academy and will focus more on getting quality guys in - I hope we'll be able to open the wallets to support him.
I've read that we paid something between 1m to 2m to take Ojo, and Yesil cost us about 1m; as did Teixeira. Not all of the guys we bring in will succeed - some will bomb out, but small investments like these early on can have pretty decent returns in a few years' time.
