I vaguely remember a reference in an article somewhere to Shoigu's apparently being (or having been) one of the more popular figures in government. Could this be Putin not only taking his frustration out on Shoigu but also moving against a (however distantly) potential threat?
No, Shoigu was never a threat to Putin as he comes from the Tuvan ethnic minority - someone with the “asian” face cannot possibly be seen as a credible leader in a deeply racist society like Russia. I’ve read that it was precisely why Shoigu was chosen to be the Minister of Defense. He was also well-liked because he didn’t ruffle any feathers; allowed substandard equipment to be supplied to the army and all kinds of corruption schemes to flourish. Now that they actually have to use all that equipment to fight, all of these years of Potemkin village building came to the fore; that’s probably the explanation for the “heart attack.”
