Relegation
28. Subject to Rule B.29, the bottom 3 Clubs in the table at the end of the Season shall be
relegated to the Football League.
29. If any Club ceases during the Season to be a member of the League, the record of the League
Matches in which it has participated that Season shall be expunged from the table and the
number of Clubs to be relegated at the end of that Season shall be reduced so as to maintain
at 20 (or, if less, as near thereto as may be) the number of Clubs in membership of the League
at the beginning of the next Season.

30. If any Club ceases to be a member of the League other than by reason of relegation after the
end of the Season but before the Board has fixed the dates of League Matches for the next
Season, the Board may invite the relegated club which attained the highest position in the
table referred to in Rule B.20 at the end of the previous Season to rejoin the League.

Not necessarily , these are the Premier League Rules, the FA rules may be different, but I doubt it.
It could also be different for Sunday League clubs as this is a fairly common occurrence.

No they wouldn't , they would just discount any points, as if they did not exist at the start of the season.
As it says in the rule that was quoted ................
"Matches in which it has participated that Season shall be expunged from the table"

Simple except that this is not what they will do. The points taken against Portsmouth will be removed.

I doubt it will happen anyway. Portsmouth will probably survive for a while at least and even if they don't, if expunging the record affects Man United in a negative way they will find some way round it.
The overriding rule in the Premier League rule book - 'all rules stated should become null and void if there is a chance of Fergie kicking off because we're scared of him'

Portsmouth narrowly avoided becoming the first Premier League club to enter administration today, when they averted a winding-up petition in the High Court.

The troubled Premier League club won a seven-day adjournment on an HM Revenue and Customs petition, giving them less than a week in which to reach a settlement or part-settlement on their outstanding £11.5 million tax debt. The case will go back to the High Court on the first available day after February 19.

HM Revenue and Customs told the court that Portsmouth were trading while insolvent, meaning they do not have the assets to cover their debt, although the troubled Premier League club argued that they had two "very serious offers" on the table for the club.

Against the background of feverish negotiations with potential new owners, who could take on the club’s debts of £60 million, Portsmouth have fought to strike a deal with Revenue & Customs over the past fortnight.

At least two potential buyers have been identified - Prince Mohammed bin Nawaf, the Saudi ambassador to the United Kingdom and Ireland, and a consortium, described as Irish-American, which is moving rapidly to buy out Balram Chainrai, the Hong Kong businessman who became Portsmouth’s fourth owner in the past six months last week.

I couldnt give a shit. I only care about LFC and the revised table puts us in a much better position so i'm hoping the judge is a Liverpool fan
 
I don't like seeing any clubs go under. Not only is it not good for the game really but I can't be arsed with with the dull, drawn out mock concern of so-called experts in the media, and Sky especially bleating on about what has gone wrong that would inevitably follow

Plus I would feel a bit sorry for the Portsmouth fans.

Well, most of them. For some it would be an act of mercy

We had our chance to beat a shit team. Rafa and the players fucked that opportunity up.
