I don't think he's speaking with any accent.
Truth be told, for a foreigner it's quite hard to understand what you English say especially, when you speak among yourselves.
I remember the first time I went to England, London to be specific, I had a nightmare trying to understand you. English spoken on the streets was so different from the textbook English I read in school.
The first real interaction I had was with a Jamaican in the Victoria Station, I was asking him for directions and I couldn't understand a word he said. I just nodded my head and went in the direction he pointed to.
Anyway my point is, what might sound as accent to you is actually McClaren simplifying his English to make himself understood by the foreign press.

Most of what he says is in his own Yorkshire accent but there are touches here and there of a German accent, e.g.the bit at the very beginning where he says "Ja ja ja", or the way he says "games" with an actual "s" sound at the end instead of pronouncing it "gamez" as we would over here.
It's actually quite difficult to keep your accent unaltered when everyone around you is using another one all day every day. I never believed the guy was deliberately imitating a Dutch accent that time, and I don't think he's doing it with that slight German accent now.
