When Johnson skinned Agger they weren't 'one on one', there were players around to cover and who should have covered. I love the way you try to paper over defenders shortcomings (especially more attack minded ones) by slating the fact that they were asked to defend in the first place!
There will come times for any team when they are forced deep and when defenders need to defend, even if it is in our own box or wherever, it's the nature of defending. So while the 'higher line' comment is a fair point, it shouldn't be one that's used paper over their vulnerabilities, especially when these defenders vulnerabilities are shown essentially when they are asked to defend.
Yes as a team we could keep the ball better and then that would promote the more attacking instincts of the likes of Agger and Johnson, but it's not as clear cut as you make out, for a start, Agger for one is not exactly quick, so keeping a high line is at the risk of relying on the offside trap and being vulnerable to the counter attack, that's when he 'will' find himself in one on one situations and being left for dead.
Essentially we need to start keeping the ball better as a team, taking the pressure off the defence, and we need to buy a commanding centre back.
