The German, who said he regretted the headlines created by his comments, said Tierney appears to have something "against" his team.
The FA alleged Klopp's comments constitute "improper conduct".
Klopp has until Friday, 5 May to respond to the charge.
"It is alleged that the manager's comments regarding the match official during post-match media interviews constitutes improper conduct in that they imply bias, and/or question the integrity of the referee, and/or are personal/offensive, and/or bring the game into disrepute," the FA said.
The issue with that is, the ref has final say. He could very easily have just given a red and said he believed it was a red and very few would argue against it.It's up to your interpretation. It could also mean "I dislike you", for me it should be a red, but the 4th official said yellow so be it. That shows a bias-ness to Klopp.

For example, if cop caught you speeding, and when he said "I was going to shoot you for assault, but my partner told me not to" would that be ok?
Anyway, I hope Klopp just takes it on the chin, makes no further comment and forgets about it. It's an unnecessary distraction when we have three must win games (and a cheeky draw with Leicester) to attend to.

You’d think he’d happily fine me so eh?Yeah, but you're forgetting that you and said cop have a history. He has pulled you over multiple times for no reason and not been fair in his treatment of you earlier.
If he had just given the yellow or red, and said nothing, that will be that, no issues either way. But he has to say what he did, which showed a level of emotion. He should be refereeing based on facts and rules, not emotions. It's unnecessary, made worse by the fact that they had a history.
