Yes but just 3 per game window. You can buy more but we have a gentlemens agreement you use just your three each window not more.

You have three transfers per game week and can transfer within the game week.

Your transfers refresh at the end of the gameweeks. Not between the game week.
The point being you can transfer up to 10 mins before kick off.
So say you picked Messi and he doesnt play when the team is announced you can take him out there and then.
But you JUST HAVE THREE PER ROUND
