A Federal United Kingdom?

This has been an idea which has been on my mind for a while now and has been murmured from certain political observers many times. With the Scottish Independence vote looming, the way Britain is governed is in the forefront of everyone's mind, so it seems a good times to ask the question, should the United Kingdom switch a federal system of government? By that I mean having power flow from the bottom to the top, not the top down as it currently is, by having four local governments controlling tax policy, healthcare and other items of regional interest, whilst the greater UK federal government would control foreign policy, military, and so on, similar to how the US, Switzerland, Canada work. In my mind its a definite yes, although I'll be the first to admit that my political knowledge is worse than my football knowledge. It seems like a system which would rectify most regional issues across the UK. Scotland, Wales, Northern Ireland have all been calling for more power (read money) and this would give them complete control in that regard, also it would address the issue that the English have in that Scottish, Welsh, Northern Irish MPs can vote on regional England issues, remember when labour passed controversial English NHS policies with Scottish and Welsh votes. On a personal level I'd absolute love it because it would break up this United Kingdom of Great England impression that the UK has due to the heavily centralised nature of Westminster Policy. Anyway, as I said, I'm no political guru, I was just hoping to start this thread to prod some of you more politically informed minds into debate, I must say, I don't think we'd be having a Scottish independence referendum right now if we were governed this way. For those of you who are unsure of exactly what I'm implying, or just want a good read on the subject, read this article.
