Looks like it's just the play-offs.
If it's like the Champions League in the next round proper, they won't want teams from the same country playing each other so they won't be able to do the next leg of the draw until they know who qualifies from the play-offs.

Correct. Round of 16 draw after play-offs with country protection still in place (no country protection in QF/SF/F) on February 24th.

For now we can forget about this until the Spring
