This might have been a thing with Kevin Davies and Bolton, but PGMOL said they would give free kicks for this sort of blocking this season.

I'll be extremely disappointed if we don't address this when we play Arsenal, and have some players to counter these blocks.

All the circumstances were there for him to engineer a free kick. The issue is he made very little effort to claim the ball. Arsenal did the same routine five minutes before and Ederson didn't win a free kick. He had an equally meek response for the goal and looked caught off guard again. I didn't have much sympathy, TBH.
