That's my point. The UFC is still in its infancy. If it gets to the level of development that Boxing has had in the past, you won't see fighters like Griffin as champions or top ranked. As such its a bit silly to make bold proclamations about Silva.
UFC has only been a draw for a few years. You simply don't generate top quality in that short a period of time.
It's even more so in other divisions as well. Brock Lesnar looks dominant in UFC's heavyweight division, and he's a fantastic wrestler who is otherwise a relatively unskilled brawler with massive brute force. If the UFC develops the way any fan should want it to, it'll require a lot more than that to dominate.
Silva has precious few worthy opponents, yes because he's fantastic, but also due to a lack of depth.
This dominance has happened before in the UFC, and each time there's been a significance step up in overall skill level. UFC currently has a lot of interest on a shallow learning curve, boxing has dying interest at the end of a steep learning curve.
